Improvements to the payment form in the Client Portal

We have made some changes to the payment form in the Client Portal to improve the user experience, and as part of a general maintenance:
- The single payment form has been split into an 1) Outgoing payment form and an 2) Internal transfer form, to simplify the user journey
- We have migrated components, such as the date selector, so it is aligned with the rest of the Client Portal
- We have fixed an issue with sort codes/NCCs being converted into BICs
